Melissa Bellitire brings over 20 years of expertise in Municipal Finance consulting, specializing in the administration of special financing districts for municipalities across Southern California. She provides ongoing administration services, ensuring strict adherence to reporting requirements for transparency, quality control on all deliverables, and effective communication with city staff. Melissa also manages bond transactions, including new issuances and refundings for CFD special tax bonds, with a total value exceeding $900 million.
Her areas of expertise include the administration of 1915 Act Assessment Districts, 1982 Community Facility Districts, 1972 Landscape and Lighting Maintenance Districts, Citywide Special Tax Districts, NPDES Storm Water Discharge Districts, 1982 Benefit Assessment Districts, and tax roll billings for refuse collection and nuisance abatement services. Over her career, she has overseen approximately 774,284 parcels, generating $124 million in annual revenues.
Melissa has previously served as Project Manager for various municipalities and agencies, including the cities of Riverside, Lake Elsinore, Wildomar, Coachella, Menifee, Desert Hot Springs, Corona, Murrieta, Chula Vista, San Bernardino, Santee, as well as Riverside County Executive Office, Flood Control Water Conservation and Office of Economic Development.
Melissa is an active member of multiple professional organizations, including the California Society of Municipal Finance Officers (CSMFO), the Government Finance Officers Association (GFOA), the Commission on Assessments Special Tax and Other Financing Facilities (CASTOFF), and Women in Public Finance (WPF) in both the Los Angeles and San Diego chapters.
She holds a degree in Business Administration with a Finance emphasis from California State University, San Marcos.
